Air Emission Survey

In accordance to the implementation of new policies many factories are required to a process and exhaust survey as part of the conditions in a business permit. An additional requirement for exhaust permits, which defines approved working procedures, is obligatory in factories and operations which have a high influence on air quality as part of the “clean air” act (such as “IPCC factories” which the supervision on them is based on European directives). Process and exhaust surveys includes presentation of all production and supporting procedures such as storage, burning, cooling, heating and etc. This report contains verbal description, technical diagrams of processes at numerous levels (blocking diagrams, PFD and P&ID), diagrams of relevant equipment and more. Together with the technical diagrams of processes an exhaust survey based upon measurements, calculations and estimations according to accepted mathematical models and methodology is presented. It is essential to base exhaust estimations on measurements in addition to calculations in order to examine the correctness of the results received by mathematical models, to test whether the procedure’s exhaust is the minimal as found in professional literature and whether there is a malefaction which causes the pollution to be higher than necessary. If the characteristic exhaust exceeds the accepted levels (mainly based on TA-LUFT2002) a plan to reduce the pollution is a central part of the exhaust permit which will be required in the near future from most factories and operations in accordance to the “clean air” act. Additional requirements are detailed monitoring plans and comprehensive environmental surveys which estimate the influence on air quality approximate to the exhaust source by accepted methods such as mathematical pollution dispersion models. Based upon this data and Bref documents (European recommendation on alternative air treatments in accordance to different procedures), the pollution level, treatment and etc. are examined and a decision is made whether the BAT (Best Available Technology) criterion is met. If there is no specific criterion a request is made to grant these specific conditions.

Based upon the permit’s request the Ministry of Environmental Protection will determine the conditions for the pollution’s source in the exhaust permit.
